This is one of the top 10 steak houses in the country.
You can get steak bites for $2.25. It's like there's a party in your mouth and only awesome steak is invited. Small bar area, get there early or get ready to wait 15 minutes.

Agreed the steak is what makes this place...
Be forwarded, long waits should be anticipated,
Smoking in the bar (which is cramped compared to the usual dining area),
Happy hour is not in the dining room,
But for the price you cannot get that quality of steak anywhere else in Portland, even if you make it yourself....
I may go there tonight....
