Tugboat has a cool atmosphere and cheap beer, but I've seriously had the worst beer I've ever tasted there (twice!). It was horrid. Other times it's been average though, so your mileage may vary.

Been there once. Won't go back. I went there a few days ago and they only had 3 house beers on tap. They had more guest beers! The only seem to brew bitter style, so if you don't like that, you probably won't like their house beers. Also, be warned, THEY DO NOT ACCEPT DEBIT/CREDIT CARDS! Cash only. This place is super tiny. I was not impressed at all.

The other people who've left comments so far really don't know what they're talking about. The Tug Boat's imperial stout is one of my all-time favorites. This is a fantastic place to take a date, there is often live jazz, and the bartenders/owners, apparently all in the same family, are extremely nice and great conversationalists. I hope this private little place never gets overrun by hipsters and douche bags like so many other Portland bars...
